John Devine
President
John Devine
John Devine (Portland, Maine) has been involved in over 100 projects
in the hydropower and water resources field over the past 30 years, 25 of those
years as a consultant. He is a registered Professional Engineer and has worked
throughout the country on a wide spectrum of projects including the planning,
design, licensing, and operation of hydro projects. Much of his experience in
the last decade has been focused on relicensing and strategic planning. John has
been an active member of the National Hydropower Association (NHA) for many
years, including nine years on the Board of Directors. In 1998, the Board
elected him president of the association for the 98/99 term, the first time ever
a consultant (and not an owner of a generating facility) had ever been elected
to that post. In 2001, NHA bestowed on John their most prestigious award - the
Henwood Award. In 1988, he co-founded with John Tarbell the firm of Northrop,
Devine & Tarbell, Inc. (ND&T) after starting up a hydropower division at E.C.
Jordan in 1978. ND&T grew from 2 to 65 people in about 7 years. ND&T was
acquired by Duke Energy in 1997 and John became vice president of the Hydro and
Natural Resources Group. John is president of DTA.
John Tarbell
John Tarbell (Portland, Maine) has a total of 33 years experience,
over 20 of which have been dedicated to hydropower. He is a registered
Professional Engineer and has managed design projects, relicensing projects, the
permitting of gas-fired and transmission projects, and a variety of other
energy-related projects. John Tarbell and John Devine co-founded the firm of
Northrop, Devine & Tarbell, Inc. (ND&T).
Jim Lynch
Jim Lynch (Sacramento, California) has a total of 25-plus years of
experience in the hydro industry. He is a biologist by education with a Masters
in Ecology and Genetics from Yale University. Jim began his relationship with
John Devine and John Tarbell in 1996 when he joined the firm of Northrop, Devine
and Tarbell, Inc., with the goal of developing a corporate presence in
California. He has been the project manager of numerous hydro relicensings in
California and other western states. Jim is vice president of the firm’s
West Coast operations.
Ed Luttrell
Ed Luttrell (Charlotte, North Carolina) has over 22 years experience
in project management, licensing, engineering design, inspection, operational
support, and geotechnical design of hydro and other energy facilities. He is a
registered Professional Civil Engineer with a Masters in Geotechnical
Engineering, an accepted FERC Part 12 Safety inspector with RAM-D training and
has led and/or participated in the technical condition inspection/evaluation of
over 150 hydroelectric facilities. His experience includes extensive design support,
construction support, dam safety, and operations support for major projects such
as the Bad Creek Pumped Storage Project. Mr. Luttrell has been involved in
design studies and evaluations for hydroelectric facilities in the United
States, Argentina, Belize, Bolivia, Brazil, China, Costa Rica, Nicaragua, Peru,
Indonesia, Thailand, Turkey, and Africa. Ed is the chief operating officer of
DTA.
Rick Miller Rick
Miller (Charlotte, North Carolina) is a registered Professional Engineer
with a 27 year career in the electric power industry.
His expertise includes
engineering project management, hydropower operations, civil engineering and
resource planning. Under his leadership, design studies and evaluations of
hydroelectric stations were successfully completed in Brazil, Thailand, Turkey,
the Philippines, Africa, Peru and the United States. Previously, as director of
operations for Duke Energy International-Brasil (DEI Brasil), Rick was
responsible for all operations and maintenance (O&M) activities for DEI Brasil’s
2307 MW Paranapanema Hydro System.
He is currently president of the National Hydropower
Association, and is a former chair of the National Hydropower Association’s
International Committee. He has presented technical papers at various
hydro association conferences, and authored articles in Hydro Review
magazine. Rick served as DTA's chief operating officer from 2003 to 2007, when
he became chief executive officer of DTA.
