FERC Compliance
Presumpscot River Hydroelectric Projects FERC License and Compliance Services
In 2003, S.D. Warren Company was issued new FERC licenses and a Maine Water Quality Certification (WQC) for its Dundee, Gambo, Little Falls, Mallison Falls and Saccarappa Projects, located on the Presumpscot River in southern Maine.
Devine Tarbell & Associates, Inc. (DTA) was retained as lead consultant to assist S.D. Warren with License and WQC compliance planning and implementation. DTA’s responsibilities include preparation and implementation of compliance plans, including assisting S.D. Warren with strategy development, consultation with stakeholders including state and federal resource agencies, and FERC.
DTA’s staff initiated activity on this compliance management program in late-2003. Although most plans were filed with FERC for final review and approval in 2004, implementation work is expected to continue for several years. Specific compliance plans and filings have included:
- Flow and Operations Management Plan
- Anadromous Fish Passage Plan
- Upstream American Eel Passage Plan
- Downstream American Eel Passage Plan
- Recreation Facility Enhancement Plan
- Historic Priorities Management Plan (HPMP)
- Shoreline Management Plan
