Priest Rapids Project, 2,140 MW, Public Utility District No. 2 of Grant County (Grant PUD)

DTA was the Lead Strategic Planning Consultant to Grant PUD for the relicensing of the 2,140 MW Priest Rapids Project.  The Priest Rapids Project consists of two developments—Priest Rapids and Wanapum—on the Columbia River each exceeding 1,000 MW.  Key issues over the course of relicensing included competition for the project; power sales agreements; cumulative impacts; downstream effects (Hanford Reach); endangered salmon (salmon BiOp) and bull trout; water quality; public relations; Tribal relations; project economics; recreation; and maintaining operational flexibility.

DTA was the primary relicensing process advisor to Grant PUD senior staff and Board of Commissioners throughout the license application process.  DTA worked closely with all Grant PUD departments, including Accounting and Finance, Customer Service, Public Affairs, Natural Resources, Engineering and Operations.  DTA provided process guidance, strategy development, alternative scenario analysis, FERC regulatory policy guidance, overall application/settlement negotiation integration strategy, and facilitation of internal staff meetings.  DTA also prepared materials for and led in-house workshops on policy and regulatory issues for both staff and Commissioners.

DTA also was Lead Terrestrial Resource consultant, performed operations modeling, upgrade studies, and the complete FERC balancing and economic analysis for the license application.  DTA also prepared the full Exhibits A, B, C, D, E1, E2, E5, E9, F, G, and H.  Remaining exhibits were reviewed for strategic consistency and content.
