FERC Licensing & RelicensingOsage Hydroelectric Project Strategic Planning and Relicensing, AmerenUEDevine Tarbell and Associates (DTA) was selected as Lead Consultant by Ameren UE for the relicensing of the Osage Project. The Osage Project is located in central Missouri and forms the Lake of the Ozarks. It is licensed by the FERC with the current license expiring on February 28, 2006 DTA staff reviewed with AmerenUE the relicensing options available for the relicensing program (ranging from the traditional Three-Stage process to the Alternative Licensing process). AmerenUE decided to employ the Alternative Licensing Process (ALP) for the relicensing of the Osage Project. DTA’s responsibilities include extensive consultation with resource agencies and other interested stakeholders to address issues of and concerns, including fisheries, freshwater mussels (endangered species concerns), water quality, terrestrial and wetland resources, recreation, shoreline management, erosion, and preparation of the resultant detailed study plans. DTA also completed the historical water quality review, the Lake fishery study, the operations modeling, a flow reconnaissance and detailed flow study downstream of the dam. Study reports were prepared for each study. DTA reviewed all of the resource studies and coordinated with AmerenUE to get the draft reports finalized. DTA prepared the Scoping Document and ICD, draft PDEA and License Applciation, submitted them for review by the stakeholders, summarized all of the comments on the draft PDEA and LA and assisted AmerenUE in addressing the comments. DTA finalized the PDEA and License Application and completed the copying and filing of the application with FERC. DTA is currently providing post-filing assistance to AmerenUE with the continuing negotiations over a potential settlement agreement and to support their participation in the FERC’s completion of the NEPA process.
