FERC Licensing & RelicensingUpper American River Project, 1,083 MW, Sacramento Municipal Utility DistrictDevine Tarbell & Associates (DTA) has been SMUD’s Lead Consultant for the UARP Relicensing since the relicensing began in 1999. The Upper American River Project (UARP) (FERC Project No. 2101) is located on the Middle Fork of the American River in northern California. The UARP consists of 11 developments located on the South Fork American River in California. SMUD received FERC approval to use the ALP in early 2000, and formed a Plenary Group and numerous Technical Working Groups (TWG) to oversee the UARP Relicensing. DTA’s assistance has included all phases of relicensing including strategic planning; consultation with agencies and NGOs; development and implementation of study plans and presentations of study results; preparation of all documents including the PDEA; and responding to agency comments. SMUD filed its license application in July 2005 under FERC’s “Application for License for Major Unconstructed Project and Major Modified Project” (18 CFR § 4.40) because SMUD plans to add the 400 MW Iowa Hill Pumped Storage Development to the UARP when it is relicensed.
