North Fork Stanislaus River Hydroelectric Development Project

Devine Tarbell & Associates, Inc.’s (DTA) staff experience includes on-site environmental management for the construction, testing and start-up of the 250 MW North Fork Stanislaus River Hydroelectric Development Project (FERC Project No. 2409). The Project consists of a storage reservoir, a regulating reservoir, two diversion reservoirs, about 20 miles of tunnels, two powerhouses and two transmission lines. Most of the project is located within the Stanislaus National Forest (STF), with portions within lands administered by the Bureau of Reclamation and Bureau of Land Management. The Calaveras County Water District (CCWD) held the license for the Project. CCWD entered into an agreement with Northern California Power Agency (NCPA) under which NCPA built, operated, maintained and received all power from the project.

DTA’s staff acted as on-site environmental manager during construction, testing and start-up of the Project. Responsibilities included review and approval of design drawings; construction supervision; daily interaction with construction contractors; preparation of protection and mitigation plans; design and supervision of environmental studies; licensing and permitting including DFG streambed alteration agreements and STF special use permits; coordination with federal, state and local agencies; development and maintenance of a compliance tracking system; hazardous waste audits; water quality monitoring; design and performance of recreation studies; and design of facilities.

The project was constructed by Sierra Constructors from 1985 through 1986, and began commercial operation in January 1990.
